The California Asphalt Pavement Association (CalAPA) supports many workforce-development and knowledge-advancement causes through its charitable organization, the California Asphalt Research & Educational (CARE) Foundation. Those activities include providing scholarships, training, outreach, networking, “Women of Asphalt California Branch” promotion and professional development programs and other people-centric activities with a special emphasis on underserved communities.
CalAPA’s many workforce development activities over the years have trained thousands of industry and agency professionals about the latest standards, technology and best practices in regard to design, testing, placement and acceptance of asphalt pavements. CalAPA has sponsored college-bound and graduate-level students in various enrichment programs, such as the International Road Federation “Road Scholar” program, and also offered free attendance to CalAPA conferences and events to college students pursuing careers in construction with an emphasis on asphalt pavements.
In 2022 the CalAPA Board of Directors updated its strategic plan to include the formation of a charitable organization to amplify these various efforts. Articles of Incorporation establishing the CARE Foundation were filed with the California Secretary of State on Feb. 27, 2024 (#6119530) and a Federal employer identification secured (FEIN # 99-1985283). The organization was founded as a 501c(3) charity and official recognition was granted by the Internal Revenue Service on June 20, 2024. As stated in the CARE Foundation founding documents: “CARE is to empower and elevate individuals through various educational and enrichment activities by building a highly skilled and diverse workforce to support the long-term success and sustainability of the asphalt pavement industry in California and the communities the industry serves.” The CARE Foundation is a subsidiary of CalAPA. The CARE Foundation Board of Directors consists of five members: Chairman Scott Fraser, Vice Chair Toni Carroll and Secretary/Treasurer Mimi Le. Other board members are Gary Houston and Crystal Howard. The Executive Director of the foundation is Russell W. Snyder, and he is assisted by Sophie You.
